Your Board has successfully
transformed UBFHAI. On July 15, we shall hand-over to the New Board a New
UBFHAI. This transformation is rooted on SERVICE,
PROFESSIONAL MANAGEMENT, and GOOD GOVERNANCE. This report will briefly
summarize the changes we have implemented and the accomplishments of your Board
from May 3, 2008 to February 28, 2010.
·WATER:
As of today, 81% of BF Paranaque is connected to Maynilad. Connecting Las Pinas
has started through the intercession of Mayor Aguilar. Maynilad has committed
to complete the water connection to all of BF Homes by mid September. All of
us, with the help and support of Mayor Bernabe and Cong. Golez succeeded in
bringing water to BF Homes. Even commercial establishments are now enjoying
potable water from Maynilad. This has increased the real estate value of our
property. More lot owners are now constructing their homes at BF.
·IMPROVED
INFRASTUCTURE: For the past two years, your Board has
spent more than P2.0 M to repair the major roads inside BF not covered by the
City government. We have patched the holes and cracks along Elizalde, Tropical,
Tirona, and a strip of El Grande. We have painted the center line and humps of
these major streets. Mayor Bernabe has committed to prioritize the overlaying
of asphalt on El Grande and Aguirre when the City’s asphalt batching plant
becomes operational by the end of this year. Mayor Bernabe has assigned the
mechanical back hoe to deepen and dredged the creek along Concha Cruz. We are
reviving the creek that crosses Aguirre and Elizalde to prevent flooding this
coming typhoon season. De-clogging of drainage systems and pruning of trees in
the local enclaves are on-going.
·IMPROVED
TRAFFIC MANAGEMENT: The Police Department of
Paranaque has deputized four traffic officers from our security guards. Eight
additional guards are undergoing on-the-job training with the Traffic
Management Office and will be deputized and fielded by the end of this month.
There are visible improvements in the flow of traffic in major intersections of
BF. This is a definite shift from the normal gate guardhouse duties of our
Security Guards.
·UBFHAI
complex as SOCIAL HUB: The UBFHAI complex has
become a preferred SOCIALHUB of
homeowners. Due to improvements in our facilities, more associations,
homeowners and other entities are using the complex for social functions. There
is an organic market every Saturday at the UBFHAI Park. There is hardly a week
when the Park, Swimming Pool, Poolside are not booked for wedding receptions,
birthday celebrations and other social functions. San Miguel organized a very
successful grill bash for its products recently. Many local associations are
holding their meetings in our Board room.
·EXCELLENT
RELATIONSHIP with MAYOR BERNABE AND CONG. GOLEZ:
We have established excellent relationship with Mayor Bernabe and Cong. Golex.
Both of them helped us tremendously in getting Maynilad water into BF Homes.
Mayor Bernabe has donated a shredder, chain saw, welding machine and grass cutter
to UBFHAI. We regularly meet with City Officials to address peace and order
problems inside BF.
·GREATER
UNITY AMONG HOMEOWNERS: We have achieved greater
unity among homeowners. Sinagtala and Elysium are now members of UBFHAI.
Northwest has rejoined us. Several newly formed associations along Elizalde and
Aguirre have been accepted as members. There is full participation of all
Sectors in the latest elections for Sectoral Representatives.
·SOUND
FINANCIAL MANAGEMENT: We have a healthy
balance sheet. Our members’ equity as of February 28, 2010 stood at a positive
balance ofP 919, 000 compared to
the deficit of P 1,200,000 when the presentBoard took over in May 3, 2008. Total asset as of February 28, 2010 was
P17.9 million. This represents an increase of P 10.4 M from the P7.5 M assets
as of May 2, 1008. We have reduced current liabilities by settling the labor
claims of illegally dismissed employees during the time of the previous Board
amounting to P1.8 M. Total revenues during the period was P34.3 M while cash
operating expenses was P32.5 M or a net cash revenue of P1.8M. We have
distributed the unity shares to all associations amounting to P700,000. Your
Board has authorized the release of P2.58 M for the first tranche of
construction bond deposits. This is part of the liability of the old Board
which we have assumed. We have done this despite the fact that we have not
succeeded in gaining access to the UBFHAI funds deposited by Celso Reyes with
the Allied Bank branches in BF Homes and Sucat. Allied Bank has thwarted our
every move to have the accounts opened to UBFHAI.
·PROFESSIONAL
MANAGEMENT: Our Chief Accountant and Accountant
are both CPAs with vast experience in the private sector. Our Village
Administrator has an MPA Degree from UP. Our Executive Secretary was formerly
an Expat in Botswana. We have rationalized the rank and file by retrenching
eight (8) maintenance workers. We have replaced them with contractual workers
hired on as-needed basis. We have upgraded our systems and procedures by acquiring
hardware and software for the sticker management and accounting systems. The
system is flexible and robust and designed to last for 15 years. We have
appointed Alba Romeo & Co. as External Auditor. They are the No. 5
Accounting Firm in the country today.
FUTURE
CHALLENGES: With the signing of MAGNA CARTA FOR
HOMEOWNERS AND HOMEOWNERS’ ASSOCIATIONS, UBFHAI faces greater challenges in the
future. Our association will assume a greater role in community building and in
providing basic services to the homeowners. The Magna Carta has a provision for
an association to petition the government for the creation of a new Barangay.
Based on the information provided by HWAG, 33,000 or 38 % of the residents of
Barangay BF reside inside BF Homes, Paranaque. We account for a substantial
portion of the total revenue of Barangay BF,yet there is no equitable distribution on the use of this fund. Under
the new law, a homeowners association has expanded powers to regulate the use
of open areas. It has the power to regulate access to and passage through
subdivision roads. It can even grant easements, leases, concessions and
authority to use common areas.
I have full confidence that the New
Board can face up to these challenges. I take this opportunity to thank all our
homeowners for the assistance and support they have extended to our Board.
