Voters of BF Homes ready for poll automation. Thanks to the Voters’ Education sa BF, a joint project of the Rotary Club of Paranaque BF Homes and UBFHAI
Registered voters of BF Homes Subdivision and nearby villages are now ready and feel confident that they will correctly fill-up the pre-printed, computer-readable ballots that the COMELEC, thru its deputized precinct poll officers, will be dispensing come election day on May 10, 2010. This new ballot, whose huge size will make it to the Guinness Book of Records as its dimension are 8.5” by 25” because the names of the candidates are already pre-printed, is the prescribed input to implement an unprecedented nationwide elections automation system. It is a first ever on earth as the Philippines will be the first country in the world that will be voting from a purely manual to a fully automated system nationwide.
This accomplishment has been made
possible because of the Voters’ Education sa BF, a joint public service
project implemented jointly by the Rotary Club of Paranaque BF Homes and
the United BF Homeowners’ Associations Inc or UBFHAI, the umbrella
organization of all 74 homeowner associations of BF Homes.
This public service project, which was launched last April 10, 2010 at
the UBFHAI Park Pavilion in BF Homes, was conceived by the organizers
for two reasons: a) they believe that a properly informed and tutored
voting public is KEY to the successful conduct of the first nationwide
automated elections, and b) they are so concerned that if there will be a
lot of invalidated votes due to errors in filling up the new,
computer-readable ballots, the election results may not reflect the true
will of the people, thus putting into question the credibility of the
elections. It is for these reasons that the organizers felt the
compelling need to contribute their share in the awesome task of
educating the stakeholders in the new way of voting. The ambitious
objectives of this public service are 100% correctly accomplished
official ballots on election day, 85% voters turnout, and 100% will be
voting responsibly.
Todate, the implementers of the Voters’ Education sa BF have already
completed the house-to-house distribution of practice voting materials
consisting of the actual image of the national ballot (front page), the
local ballots for District 2 of Paranaque, Las Pinas and Muntinlupa
(back page), a voters instructions / guide sheet, and a letter to the
voters to vote responsibly on election day. Each voting material set has
five practice ballots attached, with a request to the homeowners to
Xerox more copies so that the registered voters in their household,
their friends and other relatives not residing in BF Homes may also have
the opportunity to do practice voting before election day. The voters
were also requested to use the practice ballots as their “codigo” on
e-day and to be the trainor to the voters in their households, friends
and other relatives. Some 12,000 homes / 60,000 voters were the lucky
recipients of these practice voting materials.
Todate also, the organizers have also distributed some eight (8)
thousand practice voting materials to pedestrian and vehicle-riding
voters who are not residents but are passing-through BF Homes. And this
will continue up to May 9, 2010.
Since the launching last April, 10, 2010, the organizers have already
conducted twelve (12) voters’ educations tutorial sessions for a total of
1350 attendees. In three of these 12 completed sessions, the Comelec was
very supportive in terms of providing actual demos of the PCOS in
action. Eight more sessions are scheduled before e-day.
An important part of this Voters’ Education sa BF Project is to provide
the voters their respective sequence no. and precinct no. so that they
will avoid the confusion and hassle of looking for their precinct
assignments on election day. Some 3212 voters todate, upon their request
conveyed during the sessions, through text and email, have already been
informed of their precinct no. and sequence no. assignments. For
Paranaque and Las Pinas voters (regardless of Barangay) who do not know
yet their sequence and precinct numbers, they can still avail of this
public service before or on election day by sending a text message to

The staff of the organizers will txt or email back the requested
information upon receipt of a text or email containing the last name,
first name, middle name, date of birth and Barangay of the voter.
The key people behind this public service are:
Dr. Renato M. Bernabe, M.D., Charter President, Rotary Club of Paranaque
BF Homes who is also the Treasurer and a Director of UBFHAI.
Leon M. Arceo, President, United BF Homeowners Association Inc (UBFHAI) ,
who is also a past president of the Rotary Club of Paranaque South, and
Antonio “Tony” Tinsay, the overall coordinator of the Voters’ Education
sa BF Project, who is also the Incoming President of the Rotary Club of
BF Homes for RY 2010-11, a Director of UBFHAI, a member of the TWG that
drafted the Senate Version of the Poll Automation Act which eventually
became RA.9369, a former member of the Comelec Advisory Council, and the
iVP of the Philippine Computer Society (PCS).
