TEN POINT PROGRAM OF THE UBFHAI BOARD (2008-09)
(Goals and Priorities)

Water (1st) – In close collaboration with UBFHAI’s partners, to solve the decades-old water problem of the residents of BF Homes by working for the entry of MWSS / Maynilad Water into the subdivision, initially to the enclaves along El Grande, Aguirre and Presidents Avenues in 2008 (as MWSS bulk pipes are already available in said areas); and within one year from date of initial entry for the rest of the subdivision;

Security (2nd) – without restricting the general public access to BF Homes’ roads, to aim for the return of BF Homes to a gated and secured community during its term by working for the return of the control and supervision of the Paranaque gates of BF Homes to UBFHAI, and then strictly implementing a No Valid ID Deposited, No Entry system for vehicles without valid UBFHAI stickers;

Winning Back the Trust and Confidence of Stakeholders (3rd) – the alleged malversation of the Association’s funds by the immediately preceding officers and directors - for which they have already been indicted for several counts of estafa - have wrought so much damaged to the reputation and credibility of UBFHAI. As such, so much needs to be done to regain the trust and confidence of UBFHAI’s stakeholders. How? a) by making good of the Board’s commitment of full transparency of the actions of its officers and directors, b) by implementing the Board’s commitment of giving our stakeholders full and unimpeded access to information through regular publication of newsletters and the continuous updating of the UBFHAI website, c) by making sure that the communication lines between UBFHAI and its stakeholders are opened and will remain open at all times, d) by holding regular consultations and dialogues, e) by aggressively pursuing a “Welcome Back” Program aimed at the enclaves who “resigned” from UBFHAI because of the perceived mismanagement of UBFHAI - by convincing them that the new Officers and Directors of UBFHAI are composed of individuals of known probity and integrity whose collective aim is make the UBFHAI serve the welfare as well as protect the interest of its member associations and their homeowners, f) by implementing measures that another plunder of the Association’s assets will never happen again, g) by implementing high impact yet inexpensive and easy to do programs and projects that will directly benefit the stakeholders, and h) last but not least by sustained public relations efforts;

Good Governance (4th) – to institutionalize measures that will prevent the large scale commission of graft and corrupt acts by future officers and directors – like: a) reviewing then amending the by-laws if necessary, b) improving internal controls, c) making mandatory the conduct of external audit by reputable auditing firms at least once a year, d) making mandatory the regular publication of financial reports, f) making mandatory the process of regularly producing backup copies (in computer readable media) of all financial transactions, board resolutions, agreements, application software / systems, and other important documents - then storing the same in the Auditor’s safety deposit box as well as providing CD copies to the members of the Board of Directors, etc.;

Financial Viability (5th) – In order to adequately provide funds for its the Plans, Programs, Projects, and Operating and Maintenance Budget and yet adhering to the limitations set for a non-stock, non-profit organization, to restore the financial viability of UBFHAI: a) by aggressively adopting and implementing innovative revenue generating programs, b) by making maintenance and operating expenses cost-effective, and c) by recovering substantial portion of the Association’s missing funds by pursuing all actions necessary to hold former officers accountable for unlawful and irregular acts;

Zoning (6th) – The rapid rise in the opening of commercial establishments along the major avenues of BF Homes, the unwarranted proliferation of negative establishments like beerhouses, the indiscriminate commercial establishment mix which should have been controlled in terms of measured capacities to make them sustainable, the geometric rise in the number of informal settlers (unidentified and posing threats to the lives and properties of homeowners), and the worsening traffic situation – calls for an urgent need to come up with a viable Zoning Policy and Procedural / Implementing Guidelines to recommend to the City Mayor and City Council of Paranaque City. And to assist in the implementation of the same as soon as approved.

Rationalization of Fees (7th) – to review and rationalize the current fees that UBFHAI charge with the end in view of benefiting the stakeholders and their suppliers on the one hand and UBFHAI on the other hand as well as streamlining the administrative policies and procedures of UBFHAI – like, e,g, one time payment of entry fee per supplier per project instead of per entry basis, etc.;

Administrative Efficiency (8th) – to make the administrative functions of UBFHAI more efficient and cost-effective by maximizing the use of Information Technology in all aspects of administrative and operating functions. For example, the implementation of a “Point-of-Sale” receipting system similar to those employed by merchants in malls with end of shift per teller reconciliation, consolidation and reporting system and providing automatic inputs to the accounting system, the use of accounting application software in bookkeeping and accounting functions, etc.;

Resolution of Tax Liabilities (9th) – One of the major problems that the present Board inherited from the immediately preceding officers and directors of UBFHAI are unpaid obligations. One such obligation is unpaid taxes to the BIR. The objective is to work for the settlement of said tax liabilities within the financial capacity of the Association to do so - as records are no longer available (as they are nowhere to be found when the HLURB Management Committee took over) with a commitment that starting April 12, 2008, the date the present Board assumed office, taxes due the national government will be paid promptly;

Engage in Critical Collaboration with the LGUs (10th) – in order that UBFHAI’s Policies, Plans, Programs and Projects will always have the support of the City Mayors, the City Councils, and the Barangays who have jurisdiction over BF Homes;
