Enclaves already being supplied with potable water by Maynilad:
No. of Homes – 2,267
No. of HOAs – 25 (but actually the total is 37 as there are five HOAs in Sector 7 and ten HOAs in Sector 10 but Maynilad counted Sectors 7 and 10 as one HOA only)
Availability of Water Daily – ranges from a low of 5 hours to a high of 24 hours depending on location of the enclave relative to the mainline and the source of water. For example, enclaves being served by the El Grande-Aguirre (up to dela Rama) main lines have longer hours as water comes from the Pasay Pumping Station as compared to enclaves whose water source comes from the Villamor Pumping Station which have less hours for now. But, according to Maynilad, as soon as the expansion of the VIllamor Pumping Station is completed and made operational by early next year, there will be more available hours, if not 24 hours, and higher water pressure to the affected enclaves.
Enclaves with ongoing pipe laying and service connections, those that were restrained by the injunction.
No. of Enclaves affected – 5. They are Manresa, Sinagtala, Phase VI-A, the other side of Pilar Banzon, and the uncompleted portion of Tierra Maria. Pipelaying works on these areas have resumed since Aug. 27.09. According to Maynilad, these enclaves will have water by end of September 2009. In fact, about half of Manresa already has Maynilad water flowing from their faucets. As soon as these enclaves are put online, around 600 additional homes will have potable water.
Maynilad Timetable for the laying of Main or Primary lines and Secondary lines along the major avenues of BF Homes.
Package #5 – Elizalde 2 and Concha Cruz: Along Elizalde, from Concha Cruz to Pablo Roman, and along Concha Cruz, from Elizalde to Alabang-Zapote Rd. Groundbreaking will start on September 17.09 right after a brief ceremony hosted by Maynilad at 9AM at the corner of Aguirre and Elizalde Avenues. HOAs that will be served are New South, BF West Executive, North Concha Cruz, Pablo Roman East, EVS, EVA, Inner Circle, HEVA, PDP, BF Executive Triangle, GAHA, CCDNA, Tropical South Exec 5. Around 1860 homes will be served by this package. Planned water availability is from 12MN to 6AM at 5psi pressure.
Package #4 – Elizalde 1: Along Elizalde from Presidents Ave to Concha Cruz. Pipelaying is set to commence third week of September. The HOAs that will be served are BF Classic Homes, Cabarrus, Parson’s Drive, J Elizalde 2 and the homes along Elizalde who do not belong to a HOA. About 450 homeowners will be served by this package. Planned water availability is from 12MN to 6AM at 5psi pressure. A second contractor has been assigned by Maynilad to implement the project simultaneous with the other construction packages,
Package #1 – Aguirre Extension, from El Grande to Dallas, and along El Grande, from Aguirre to Tropical Ave. Pipe laying work is scheduled to commence third week of September, a to be undertaken by a different contractor. The HOAs that will be serve are Lisbon, Aratiles, Kanluran, Midwest, BF Thai and Triple T. 610 homeowners will be served by this package. Planned water availability is 24 hours at 8psi pressure.
Package #3 – along Palace St., from Tropical to Alabang Zapote Road (Southland), and along Tropical Ave., from Pablo Roman to Luxembourg (Naga Gate). Pipe laying work was set to start last week yet but is being needlessly delayed because of the alleged reluctance of the Chairman of Bgy BF International in approving the request of the contractor for issuance of the necessary construction permit. The same contractor as Package No. 1 will do this package but utilizing a different set of resources. The HOAs that will benefit are 4S, BF Southland Classics, BF Garden Homes Rio, BF International Central, BF International South, BF International, Legacy and BF Mariposa. 1870 homeowners will be served by this package. Planned water availability is 24 hours at 8psi pressure.
With No Package Dependency as Mainlines are already in place along El Grande (Paranaque side). Water connection to the mainline is dependent on the readiness of the concerned HOAs (Northwest and Havana) and homeowners to connect. As of this writing, Northwest have signed the MOA with Maynilad according to Noel Azarcon, the Chair of the water committee of NorthWest. They are now negotiating with the third party contractor for mutually acceptable terms for the excavation and restoration portion of the project. 925 homes will benefit as soon as Maynilad Water starts flowing. Planned daily water availability is at 24 hours at 12psi pressure.
For HOs / residents along Aguirre and El Grande Avenues who are not part of any HOA. According to Maynilad, there are no secondary lines yet in place, thus, they cannot be connected yet even though water is just a meter or two away from their driveway. It is therefore necessary for the homeowners / residents in the affected area to organize themselves into a HOA so that, as a group, they can enter into agreement with Maynilad, just like any other HOA who now has water. According to Maynilad it takes less time to connect their homes as only secondary (blue) lines are necessary to be put in place. No need for tertiary (black) lines. So, to those concerned, please organize yourselves. Should you need assistance, UBFHAI will provide whatever it can.
According to the status update of Maynilad, all the four packages mentioned above will be completed by end of this year. As the contractors were given a tough deadline to meet, their work will be on 24/7 basis because Maynilad has to make good of the commitment of their President and Board that all of BF Homes will have water by end of 2009. So, expect some inconveniences (traffic and noise at night), although the contractors, as much as possible, are prohibited from performing jack-hammering work at night.
Already some HOAs (e.g., CCDNA, GAHA, EVS) are readying themselves so that as soon as the mainlines are in place in their area, they can already connect their enclave to the water source. In other words, while the contractors of Maynilad are doing the mainlines as well as the secondary lines along the major avenues of the BF Homes, the HOAs should make parallel efforts, as early as today, of making their enclave ready for the entry of Maynilad.
To assist the HOAs, we have prepared some information and suggested procedure on how to request for Maynilad Water Service Connection. Copied and pasted hereunder is the said information and suggested procedure as well as a proforma of a conforme letter to be accomplished by the homeowner. We hope you may find them informative and useful:
Information and Suggested Procedure
for Officers of HOAs
in applying for Maynilad Water Service Connection for their enclaves
Upon request of some officers of HOAs in Las Piñas, listed hereunder are information and the suggested steps on how to apply for Maynilad Water Service Connection (for enclaves who will agree to pay for the cost of their enclave’s water distribution system):
First, request for an initial meeting with Maynilad. You may contact Mr. Regie Cruz or Engr. Fred Alilain. You may contact them at any of these numbers: 825.9347, 829.1445, 826.5393,
Second, in that meeting, provide Maynilad with the following:
street names and boundaries of your enclave,
the total number of homeowners,
a sketch or diagram of your enclave,

a list of home / property owners (with house numbers) including vacant lots per street, preferably arranged one side of the street first and the other side last.
Then request Maynilad to do a survey of your enclave. Upon completion of the survey Maynilad will submit to you a design of the water system for your enclave and the cost (labor, materials and services) of constructing the said water system (except the cost of excavation and restoration). At this point, Maynilad may:
provide you with a copy of their proforma MOA,

provide you with a list of their accredited third party contractors who will do the excavation and restoration and assist Maynilad in the pipelaying,

Third, as soon as Maynilad has submitted its design and cost proposal for the water system of your enclave, you now have to choose from the third party contractors provided by Maynilad by meeting with each one of them and asking them to submit their respective proposals as to cost and schedule based on the design submitted to you by Maynilad. Then enter into agreement with the contractor you have selected. Please note that the cost of the excavation and restoration is different from, in addition to the Maynilad cost, and payable directly to the third party contractor.
Fourth, at this point, you now have the total cost. You may now schedule a general membership meeting. At that meeting, aside from informing them of the good news of Maynilad Water coming in, you also have to inform them of the not so good news, i.e., the cost to each participating homeowner. Then ask them to respond in writing informing you of their acceptance or rejection.
For your handy reference, below are the usual cost items which you may discuss at the said general membership meeting:

Note: the HO has the option to pay the water service connection fee in full or pay P1190.41 only upon submission of his/her application form, the balance payable in five equal monthly installments which will be included in the monthly bill for actual water consumption.

HO Share of the Enclaves Water System – based on the experiences of those who already have maynilad water, the cost ranges from P350/month to P800/month – for 48 months. The actual monthly cost will depend on two factors: the number of participating HO and the Maynilad total cost. For example, if 100 will avail out of 100 then the cost to each HO will be half only as compared to if only 50 out of 100 will participate - as there are more people who will be sharing the burden.

Starting on the 49th month, the monthly cost will be the actual consumption only.
In order to fast tract the process of getting our homeowners to sign up for Maynilad connection, at the option of the Board of the HOA, even without the actual cost proposals from Maynilad and the excavation contractor yet, you may wish to proceed with securing the members conforme by providing the members with the high side of the costs - with the understanding that the difference between the actual amount remitted and the actual excavation cost, should there be any, will be credited to the respective accounts of the participating homeowners. Attached is a sample of a conforme letter to be accomplished and signed by the participating homeowner which you may want to use and revise to suit your particular situation in securing homeowners’ conforme.
Issues that may arise;

- How will the HOA treat those who would like to apply for service connection but only after the water system is already in place and already paid for by the original batch of participating HOs? Your enclave may have to formulate your own policiy for dealing with this issue. As your reference, some enclaves require the applicant to pay in full the Service Connection Fee, his/her share of the excavation cost, and his/her share of the total cost of the enclave’s water system computed at whatever is the monthly amortization times 48 months, and his/her arrears in association dues.
- Scope of restoration work to be done by the third party contractor? This has be made clear, simple and understandable as this has been the subject of controversies by those who now have maynilad water.
- Some HO who will not sign up may refuse to have the pipes pass through their property (sidewalk and driveway). You may need to do a lot of convincing on this one.
- Some HOs may want to avail but may want to pay their share of the digging cost in installment as paying up front may be a problem for them. The HOA, if their cash positon would allow, may advance the cost in behalf of the requesting member.
- What about those who have arrears in the payment of their association dues. Some but not all HOA require that the arrears has to be settled first.
- What about those who have not paid even a single month of associaton dues?
- Even if the homeowners are paying for the water system, the Maynilad MOA requires that the same be donated to the government through the concessionaire. Their reasons for such a requirement are: a) they will be responsible for the repair and maintenance of the water system, and b) they will be responsible for any outbreak of illnesses arising from contamination of the water system – thus they need to have full control of the water system.
- What about those who have deep wells? Deep wells in Metro-Manila are prohibited but their use is being tolerated when there is no alternate source of water. But as soon as Maynilad Water can fully supply the needs of the entire BF Homes Subdivision, then continued use of deep wells will no longer be tolerated by the NWRB. For example, in Fairview and Novaliches and some parts of Pasay, the NWRB has banned the use of deep wells in these areas. So for those who are thinking of not availing of maynilad water for the time being since they deep wells should consider this restriction on the use of deep wells.

I/we fully understand also: a) that restoration work on my/our sidewalk and driveway is limited only to soil filling and plain cementing (if necessary) of the excavated portion. It is up to me/us and at my/our expense to restore the sidewalk and driveway to its condition prior to the excavation and pipelaying, and b) that it is my/our responsibility to undertake, if needed, at my/our expense, rehabilitation work of the pipes and faucets inside my/our residence / property to ensure that it can withstand the water pressure of Maynilad.
Attached hereto also is the Maynilad Water Service Connection Application Form duly filled and signed by me/us.
In light of the foregoing, please facilitate the supply of potable water by Maynilad to my/our residence / property.
