LEON M. ARCEO

Leon M. Arceo has over 40 years of experience in
teaching, crop production, agricultural extension, product development, sales
and marketing, and lately, research management. He has held various positions
with Shell, Monsanto, and Rhone Poulenc both at local and regional levels.
Mr.
Arceo graduated from UP College of Agriculture in 1961. He participated in
numerous sales, marketing, and management training programs while working with
multinational companies. He completed Management Development Program from Asian
Institute of Management in 1992 with a Superior Performance Award. Mr. Arceo
has written numerous technical and popular articles on weed control and sugarcane
agriculture. He received the Most Distinguished Alumnus Award in Research
Management from the University of the Philippines Los Banos on October
10, 1999.
In 1998, Dr. Randy Hautea and Mr. Arceo jointly
prepared a project proposal on sugarcane variety improvement in South East Asia. This proposal was endorsed by the International
Sugar Organization and approved for funding by the Common Fund for Commodities.
Philsurin received a grant of US$ 1.4 million to implement the project. The
project was implemented in 2000 and completed in 2005. The participating
countries were: Bangladesh, Indonesia, Malaysia, Thailand and the Philippines. These countries are now reaping the benefits of
variety exchange program and the technologies associated with quarantine, disease
indexing, DNA fingerprinting and germplasm characterization.
Philsurin implemented various development and
extension programs in sugarcane areas that resulted in increased production and
productivity of sugarcane farms. It is now recognized as the organization
responsible in making the Philippines self-sufficient in sugar. This was achieved in
2003; seven years after the creation of Philsurin. In 2004, the Philippines regained the net sugar exporting country
status. It has been a net sugar exporting country up to the present time.

REBUILDING OUR COMMUNITY OF CHOICE

The UNITED BF Homeowners
Association, Inc. must now begin the daunting and arduous task of rebuilding – an
organization shattered by greed and decimated by selfishness and obtuse
ambition, but saved from total demise by a few good men.
We were witness to how a group of
disenfranchised UBFHAI officers, driven by greed and misplaced power, turn our
homeowners’ association upside down. However, the timely intervention of the
Housing and Land Use Regualatory Board (HLURB) prevented what could have been a
catastrophe for UBFHAI. We have seen how the infamous management strategy of
litigation, adversarial confrontation and indiscriminate disbursements with
rapacious frequencies obliterated the once sound financial resources of the
Association.
